在江戶，不知為何藥價突然暴漲了。在主水管轄的長屋橫丁，像與平（前田吟飾）這樣的貧苦老人苦於藥價的暴漲。就在這時，出現了一家賣藥很便宜的藥材批發店惠比壽屋。惠比壽屋的店主善兵衛（龍雷太飾）被人們當作救世主一樣崇拜，但他背地裡也有不為人知的一面……
