一宗殘忍車禍，一男子夜裡被一輛車子拖行，然後衝力猛撞，死狀恐怖。重案組督察韋景聲接手調查此案。死者名叫張宏威，是奧獅威公司的工傷員工，當景聲等人對奧獅威展開了調查時，卻遭到了該公司法律女顧問文靜的百般阻撓，令調查被迫中斷…… 就在此時，重案組找到了一條重要線索，原來早在幾個月前，劉俊傑與張宏威曾撞死一個人並肇事逃逸，而當時的死者是通緝犯盲標的弟弟 —— 塗榮。景聲根據張巨集威死時現場的監控視頻，覺得盲標很可能為弟復仇，因此殺死張宏威，下一個目標就是劉俊傑…… 其後，景聲和廉政公署高級調查主任賀偉廉合力在緝兇過程中不期而遇，幾經被贓款陷害、殺手追殺，搭檔反目，令港頂層社會網絡的貪腐勢力逐漸浮出水面……
