I went to Guangzhou, Shanghai, Hong Kong last year. In terms of daily technological convenience, these cities are a few years ahead of the States for sure.

Also, even some laws, such as prohibition of texting while driving, are considered to be sensible across the board, a lot of states in the U.S. are still not adopting.
In Washington D.C., it takes 10 to 15 years just to add a subway station.
