西隧專營權餘下四年多，政府率先拋出分流方案，提議東隧、紅隧加價最多一倍，以補貼西隧減價，拉近三條過海隧道的收費水平，預料每年可帶來八億元社會效益。不過建議涉及隧道加價，引來各黨派反對，相反如果統一調低收費，又勢必催谷額外車流，交通擠塞是否單靠分流便可以解決？
